Definitions
ARTICLE 4 – (1) Where used in the context of this Regulation;
- a) Ministry shall mean the Ministry of Customs and Commerce,
- b) Importer shall refer to a natural or legal person, including public bodies, who imports goods or services, or the raw materials or intermediate supplies of these goods, for commercial or professional purposes and places them on the market by sale, rent, financial leasing or similar means.
- c) Permanent data storage refers to the storage of data entrusted to the consumer for future reference, which is not intended to be modified or erased, but to facilitate the inspection or verification of the content by the consumer for a reasonable period of time, and which allows the consumer read-only access for viewing and copying purposes, such as cloud text messaging buffers, e-mailboxes, web pages, flash drives, CDs, DVDs, hard discs, memory cards and all other tools or media of a similar nature and quality.
ç) Act refers to the Consumer Protection Act,
- d) User interface shall mean any digital media or environment that facilitates the interaction of consumers with a particular good that they are using,

Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to lay down the rules and procedures applicable to identification and instruction manuals intended to provide information on the various features and functions, operation, installation, maintenance and simple repair of goods offered to consumers.
Scope
ARTICLE 2 – (1) This Regulation shall apply to all goods offered to consumers with the exception of those referred to in Article 6.
Grounds
ARTICLE 3 – (1) This Regulation is based on Articles 55 and 84 of the Consumer Protection Act No. 6502 of 7 November 2013.
